VDO means Village Development Officer, also called Gram Vikas Adhikari in many states. It is a village-level development post linked with Panchayati Raj and rural development work. A VDO helps in implementing government schemes, maintaining village development records, supporting Gram Panchayat work, coordinating with block officials and monitoring rural welfare activities.

The salary of VDO is not exactly the same in every state. Uttar Pradesh, Rajasthan, Bihar, Madhya Pradesh and other states follow their own pay matrix. For this article, the calculation is mainly based on the Rajasthan VDO model, because the latest Rajasthan VDO recruitment was for 850 Village Development Officer posts, and the notification-based reports mention salary under Matrix Level-06.

VDO Pay Scale

In Rajasthan, VDO salary is placed under Pay Matrix Level-06. Rajasthan’s budget pay table shows L-6 first cell at ₹21,500. This is the starting basic pay after regular pay fixation.

This is different from the Central Government Level-6, where basic pay starts at ₹35,400. So candidates should not confuse Rajasthan Level-6 with Central Level-6. State pay matrix and central pay matrix can have different amounts even if the level number looks similar.

During probation, salary may be fixed as per state rules. Full salary with regular allowances generally starts after confirmation or regular pay fixation.

The starting in-hand salary of a VDO generally comes around ₹32,000 to ₹35,500 per month after regular pay starts. In Jaipur or higher HRA areas, salary may be closer to ₹35,000. In smaller towns or rural postings, it may remain around ₹32,000–₹33,000.

If government accommodation is provided, HRA may not be paid. In that case, the cash salary can reduce, but the employee receives accommodation benefit.

VDO Salary Structure All Components

1. Basic Pay

Basic pay is the fixed foundation of salary. In the Rajasthan VDO model, it starts at ₹21,500 under Level-06. This amount increases through annual increment.

2. Dearness Allowance

DA is added to protect employees from inflation. At 58%, DA on ₹21,500 becomes ₹12,470 per month. DA revision directly increases gross salary.

3. Rent Allowance

HRA depends on posting location. Rajasthan’s listed rate is 20% for Y cities and 10% for Z cities. Jaipur, Ajmer, Bikaner, Jodhpur and Kota are listed under Y-category locations in the state pay table.

4. City Compensatory Allowance

CCA is small but useful. For basic pay up to ₹23,100, the Rajasthan pay table lists ₹620 for Jaipur and ₹320 for Ajmer, Bikaner, Jodhpur and Kota.

Deductions from VDO Salary

The main deduction is usually pension contribution, commonly around 10% of basic pay plus DA. On ₹21,500 basic and ₹12,470 DA, this comes to about ₹3,397 per month.

Other deductions may include RGHS, state insurance, group insurance, welfare fund, loan recovery or income tax if applicable.
