A Class 1 Officer usually starts from Pay Level 10 in many central government services. The starting basic pay is ₹56,100 per month, and the pay scale goes up to ₹1,77,500.

This basic pay is not the final salary. Dearness Allowance, House Rent Allowance, Transport Allowance and other admissible benefits are added to it. After deductions like NPS, CGHS, insurance and income tax, the remaining amount becomes the actual in-hand salary.

For example, an entry-level IAS officer starts at Level 10 with basic pay of ₹56,100, and salary increases with promotion to higher pay levels over time.

Class 1 Officer In-Hand Salary

The starting in-hand salary of a Class 1 Officer usually comes around ₹88,000 to ₹1.05 lakh per month at Pay Level 10.

In metro cities, the salary may be close to ₹1 lakh or slightly above because HRA and Transport Allowance are higher. In Y-category cities, it may come around ₹91,000–₹98,000. In smaller places, it may remain around ₹88,000–₹95,000.

If government accommodation is provided, HRA may not be paid separately. In that case, the bank-credit salary becomes lower, but the officer receives accommodation benefit.

Class 1 Officer Salary Structure All Components

Basic Pay

Basic pay is the fixed foundation of salary. For an entry-level Class 1 Officer, the starting basic pay is usually ₹56,100 per month under Pay Level 10.

Dearness Allowance

Dearness Allowance is added to basic pay to reduce the effect of inflation. At 60%, DA on ₹56,100 becomes ₹33,660 per month. Whenever DA increases, gross salary also increases.

House Rent Allowance

HRA depends on city category and accommodation. In X-category cities, HRA is higher. In Y and Z-category cities, it is lower. If official accommodation or government quarters are allotted, HRA may not be paid separately.

Transport Allowance

Class 1 Officers get Transport Allowance as per government rules. The amount is higher in major cities and lower in smaller places. In some senior posts, official vehicle facility may be provided instead of normal transport treatment.

Medical Benefits

Class 1 Officers get medical benefits as per service rules. In central government posts, CGHS facility may be available in covered cities. In state services, medical benefits depend on state government rules.

LTC And Travel Benefits

Class 1 Officers may get Leave Travel Concession and official travel benefits as per rules. Officers posted in field or administrative roles may also get TA/DA for official tours.

Official Facilities

Depending on the post, Class 1 Officers may receive official vehicle, staff support, residence, security or field facilities. These are not available to every officer from day one. They depend on rank, department and posting.

Deductions From Class 1 Officer Salary

The main regular deduction is usually NPS contribution for new government employees where applicable. It is generally calculated as 10% of basic pay plus DA.

For a Class 1 Officer with ₹56,100 basic pay and ₹33,660 DA, NPS deduction comes around ₹8,976 per month.

Other deductions may include CGHS, insurance, income tax, professional tax where applicable, loan recovery, accommodation recovery and other official deductions.

Income tax can be noticeable because Class 1 Officer salary is high from the beginning. The final tax deduction depends on tax regime, deductions, exemptions and declared savings.

Class 1 Officer Job Profile

A Class 1 Officer works in a supervisory, administrative or technical officer role. The work depends on the service and department.

An administrative officer may handle office management, public grievances, files, schemes, staff supervision and field administration. A police officer may handle law and order, investigation and district-level security work. A revenue officer may handle taxation, land revenue, assessment and enforcement work. An engineering officer may handle technical projects, public works and departmental planning.

The post needs decision-making ability, discipline, public dealing, legal awareness, file knowledge and leadership. It is not a simple clerical job. A Class 1 Officer is expected to take responsibility and supervise lower staff.

Class 1 Officer Salary After 5, 10 And 20 Years

Service Stage Approx. In-Hand Salary

After 10 Years ₹1.30 Lakh–₹1.65 Lakh

These are broad estimates. Actual growth depends on service, cadre, promotion, DA revision, pay level, state rules, central rules, HRA, official accommodation and deductions.

Career Growth And Promotion

Class 1 Officer posts have strong career growth. An entry-level officer may move to senior administrative, technical, police, revenue or departmental posts through promotion, seniority, performance and service rules.

In central services, officers may move from Junior Time Scale to Senior Time Scale, Junior Administrative Grade, Selection Grade and higher administrative posts. In state services, promotion may move toward senior state cadre posts and sometimes IAS/IPS-equivalent promotion routes, depending on rules.
